Sydney Global Film Studio

Sydney, and NSW, have a critical shortage of screen production space, with the only major film studio located at Moore Park (Disney Studios Australia).

The screen industry has indicated that the shortage of production space has resulted in NSW turning away major international and high-end local productions, which have moved interstate or overseas.

In the three-year NSW Screen and Digital Games Strategy, the NSW Government committed to meeting demand for production space. The second major film studio will ensure that NSW can continue to be the home of screen production in Australia, attracting investment and creating new jobs in the state.

The NSW Government has committed a capital contribution of $100 million, set aside in a capital fund, to secure a second film studio in Sydney. An allocation from the capital fund, as a co-investment, will be determined through the market process.

The EOI will commence at 9am AEDT on Monday 9 March 2026 and will remain open for eight weeks.

The EOI will close at 3pm AEST on Thursday 7 May 2026.

The NSW Government is seeking businesses and consortia with demonstrated experience establishing and operating major film studios and other large commercial projects.

Requirements for conforming proposals are:  

1. Minimum of six sound stages 
2. NSW Government investment does not exceed allocated $100m Capital Contribution  
3. Greater Sydney Area location  
4. Evidence of capability and experience operating Screen Infrastructure  
5. Abide with NSW Government Supplier Code of Conduct.

In line with the commitment in the NSW Screen and Digital Games Strategy, the initial focus is on ensuring Sydney remains the leading location for Australian and international productions.

The EOI process allows proposals located within the Greater Sydney region.

Proposals for locations beyond this area will be accepted and will be evaluated as non-complying submissions through the market process.

Market soundings identified cost and availability of land in Sydney as the primary barrier preventing delivery of a large-scale commercial studio in Sydney.

The NSW Government assessed government owned sites in Sydney capable of accommodating a major film studio and meeting the objectives of the project. These sites have been included in the EOI to support proposals by parties not holding land.

Use of private land or other government sites will be permitted in the EOI process to allow respondents to propose other suitable sites, not identified by government.

The Capital Fund is a co-investment that is designed to create jobs and secure long-term economic returns, ensuring NSW remains competitive with other jurisdictions, both nationally and internationally.

The screen and digital games sectors generate $1.2 billion into our state economy and supports over 13,500 jobs. Without adequate infrastructure, trained crews and Government support, productions go elsewhere and communities lose out.
